This is the dumbest thing I've read in years. If there were even the slightest, most miniscule amount of critical thought about this then it would be absolutely clear that it is baseless fantasy. One hint: how much energy would have to be generated to be effective. Take it to your highschool physics teacher if you can't figure it out yourself.

In April 1997, the then U.S. Secretary of Defense William Cohen publicly discussed the dangers of HAARP-like technology, saying "thers are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves... So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations... It's real, and that's the reason why we have to intensify our efforts."

This quote derives from an April 1997 counterterrorism conference sponsored by former Senator Sam Nunn, quoted from "DoD News Briefing, Secretary of Defense William S. Creating earthquakes and volcanoes using electromagnetic waves? That is beyond the pale of ignorance. How in the name of Einstein would that work? Is there some kind of microwave oven that bakes volcanoes? Or maybe an earthquake transmitter which is tuned to frequencies ranging from vibrate slightly to tremor. 2. Each State Party to this Convention undertakes not to assist, encourage or induce any State, group of States or international organization to engage in activities contrary to the provisions of paragraph 1 of this article.

ARTICLE II

As used in article 1, the term "environmental modification techniques" refers to any technique for changing - through the deliberate manipulation of natural processes--the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.

Malaysia to Battle Smog With Cyclones (1997)

Malaysia's war on smog is about to get a new twist. The government wants to create man-made cyclones to scrub away the haze that has plagued Malaysia since July. 'We will use special technology to create an artificial cyclone to clean the air', said Datuk Law Hieng Ding, minister for science, technology and the environment. The plan calls for the use of new Russian technology to create cyclones -- the giant storms also known as typhoons and hurricanes -- to cause torrential rains, washing the smoke out of the air. The Malaysian cabinet and the finance minister have approved the plan, Datuk Law said. A Malaysian company, BioCure Sdn. Bhd., will sign a memorandum of understanding soon with a government-owned Russian party to produce the cyclone. "Datuk Law declined to disclose the size of the cyclone to be generated, or the mechanism. 'The details I don't have', he said. He did say, though, that the cyclone generated would be 'quite strong'. Datuk Law also declined to disclose the price of creating the cyclone.

Modern Battles Will Be Won By Controlling The Weather

It is 2025. An enemy unknown to 20th-century Americans has massed its army at the border of a friendly country in a remote part of the world. High above them flies a single, unmanned stealth aircraft. A faint wisp of black dust sprays from its tail, spurring the creation of the only weapon capable of stopping the threatening horde.

The weapon the dust engenders is mud--old-fashioned, sink-up-to-your-knees, spin-your-tires mud. There's nothing unusual about this slippery mixture of soil and water. It's the same sloppy goo that forced the Roman legions to build Britain's first real roads. What is different, in this futuristic scenario, is the way it's delivered. Like a meal at a fancy Japanese restaurant, it is being created on the spot and to order. The "chef" is an isolated downpour that swirls only above the heads of the aggressors.

In much the same way that infrared and low-light viewing equipment has made it possible for 20th-century soldiers to own the night, U.S. Air Force planners hope to give 21st-century warriors advanced technologies that will enable them to own the weather. A declassified version of a 2-year study prepared by the Air War College and obtained by PM reveals that this is no dreamland scenario. The Pentagon's top meteorologists believe the United States will be ready to fight--and win--a weather war early in the next century.

The study, titled "Weather As A Force Multiplier: Owning The Weather In 2025," envisions future generals having at their disposal an impressive weather-control arsenal for tactical operations. These weapons would include unmanned stealth aircraft that could seed clouds above massing troops with fine particles of heat-absorbing carbon. This next-generation cloud-seeding technique would, in turn, produce localized flooding and create mud, which has been the bane of all of history's armies. Airborne lasers would cause lightning to discharge over the airframes of attack and surveillance aircraft. Other lasers would fire at fog banks, clearing a temporary flight path to high-value targets, such as command posts. In addition, still more powerful microwave transmitters would heat the ionosphere, altering its reflective properties in ways that would disrupt communications among enemy field commanders.

To reach this future battlefield, the military is planning to piggyback on weather-prediction and weather-modification technologies being developed by the private sector. They estimate that by 2015 supercomputer and atmosphere-monitoring technologies will have advanced to the point where military planners will know exactly what sort of weather to expect over an operations area throughout the course of a campaign lasting several weeks.

The great leap forward, however, is expected to occur between 2015 and 2025, spurred on largely by a growing global population that will put increasing pressure on the worldwide food and drinkable water supplies. "These pressures prompt governments and/or other organizations who are able to capitalize on the technological advances of the previous 20 years to pursue a highly accurate and reasonably precise weather-modification capability," the report states.

"Our vision is that by 2025 the military could influence the weather on a mesoscale or microscale to achieve operational capabilities."

The report makes the limitations of the military's current weather-predicting abilities disturbingly clear: "During Operation Desert Storm, Gen. Buster C. Glosson asked his weather officer to tell him which targets would be clear in 48 hours for inclusion in the air tasking order (ATO). But current forecasting capability is only 85% accurate for no more than 24 hours, which doesn't adequately meet the needs of the ATO planning cycle. Over 50% of the F-117 sorties weather aborted over their targets and A-10s only flew 75 of 200 scheduled close air support missions due to low cloud cover during the first two days of the campaign."

If weather modification can actually turn the tide of battle remains an open question. The American military's only acknowledged recent experience in using weather as a weapon occurred with Project Popeye, which began in 1966. The experiment's objective was to extend the monsoon season, thereby increasing the amount of mud that formed on the Ho Chi Minh trail, a supply route that wound from what was then North Vietnam through Laos and Cambodia into South Vietnam. To produce the rain, a silver iodide rainmaking agent--dubbed "Olive Oil"--was dispersed from WC-130, F4 and A-1E aircraft into the clouds over the trail.

Positive results during the initial program led to its continued operation until 1972. But to this day, analysts remain divided over whether the rain created enough extra mud to significantly reduce the delivery of supplies. When you're slogging through ankle-deep mud, another inch of it probably doesn't make that much of a difference.

By Michele Norris ABCNEWS.com Feb. 17— In one scene from the movie Patton, the general demands of his military chaplain “I want a prayer … a weather prayer. Let’s see if we can’t get God working with us on this thing.” We now live in an age of such advanced technology, that rather than just praying for the weather, it may one day be possible to control it.       Consider what might happen on some battlefield of the future where the U.S. military could gain a tactical advantage by changing the weather. There are several ways they might try to do that. One way would be to create rain that turns battlefields into mudbaths in order to immobilize enemy troops and enemies. Another is by triggering lightning storms over airfields to keep hostile aircraft on the ground. Yet another possibility would be to burn through a heavy fog by firing lasers to give U.S. fighter pilots a better view of enemy targets. An Air Force research paper called “Owning the Weather in 2025” predicts that weather modification could reshape battlefields. 

Agreement Bars Weather Manipulation But there is a problem with turning theory into fact. Using weather as a weapon is a clear violation of international agreements. In 1977, the United Nations passed and the U.S. signed, a resolution that prohibits changing the weather for hostile purposes on the grounds that too many civilians could be harmed. So the U.S. military, which once seeded clouds in Vietnam to produce heavy rains along the Ho Chi Minh trail, can now only concentrate on better weather forecasting. “We want to anticipate and exploit the weather, not modify it.” says U.S. Air Force Director of Weather Brig. Gen. Fred Lewis.       But that does not mean the research has stopped. In the U.S. and in many other countries, the private sector continues to work on weather modification technology — work that could also be used on the battlefield. And as this research continues on, for example, cloud seeding techniques that produce heavy rain to help farmers in time of drought or laser technology that could clear heavy fog for passenger jets, the military is watching. Armies have never been able to conquer Mother Nature. But if new technology were to make that possible, researchers say it’s a weapon no military power could afford to be without.

I am actually scientificly literate; don't be afraid to give me some real foundation. Don't hold back; differential equations - no problem: Maxwell, Heaviside, all that EM stuff. Don't worry, I do understand it. Otherwise, this is just fairytales and fantasies played for the gullible. I think that broader and more accessible education should be a greater concern than this malarky.

Well… if you’re so scientifically literate, why don’t you display your quadratic prowess and disprove any of these claims and concepts, rather than continually engaging in a reflexive recoiling from the shock of it all and arrogantly blathering on and on about how improbable it all is and how much more educated you are then anyone else ?

Perhaps a bit more research on your part will uncover these principles. Telsa technology is an extremely involved topic, so don’t expect people to provide all the answers and research for you. Again, I don’t see you providing any scientific principles either. Rather, you are engaging in a behaviour that is typical of most Americans : bury their head in the sand and easily dismiss and ridicule information that is seemingly too disturbing to comprehend, rather than keeping an open mind and taking the extra time to do a bit of work to uncover the what the possibilities really are.

Some shrewd reporter asked Dr. Tesla at this point what he would need to destroy the Empire State Building and the doctor replied: "Vibration will do anything. It would only be necessary to step up the vibrations of the machine to fit the natural vibration of the building and the building would come crashing down. That's why soldiers break step crossing a bridge."

Finally, we should just assume that the UN, the DoD, ABC News, The Wall Street Journal, Popular Mechanics, Nikola Tesla, Secretary of Defense William Cohen, Zbigniew Brzezinski and other available sources on this topic are all part of a massive disinformation campaign to terrify people into believing weather modification technologies exist, when in fact they do not.

2 of 3 Former CIA Directors Oppose Too Many Restrictions of Covert Acts (1978)

Three former directors of the Central Intelligence Agency testified in a cavernous, nearly empty Senate hearing room yesterday about legislation to reform the nation’s intelligence community. Only one thought it ought to include a ban on assassinations.

The other two, George (HW) Bush, who headed the CIA in 1976 and E. Henry Knoche, who served as acting director for several months under President Carter, told the Senate Intelligence Committee that they feared too many restrictions on covert CIA operations.

The bill, introduced by most committee members in February after nearly three years of investigations and staff studies, would punish plots and attempts to assassinate foreign officials with life imprisonment and would prohibit a number of highly controversial activities. The ban would extend to covert operations such as those likely to result in “torture,” the “creation of epidemics or diseases,” and “creation of food or water shortages or floods.”

My apologies. Yes, I do have a tendency to be aggressive in speaking, detrimentally so sometimes. I certainly should not belittle anyone for taking an interest in science and technologies. My last statement about a broader and accessible education was actually not an insult; I believe that everybody should have access to good educational opportunities - this makes all the difference to individual prospects and to society as a whole. I am proud of my own education, as I worked very hard for it, and still don't consider it to have ended; again, my apologies for coming across arrogantly; it was not warrented. Actually, the fact that you have taken an interest in this subject is a good opportunity to further your own understanding of the intricacies of the underlying principles. This was actually Tesla's great strength. Heaviside was another character who would be of interest, a sort of self-taught polymath (one of my favourite quotes by him: when mathematicians complained that his theories were not 'rigorous' enough he replied: "I don't need to know how the digestive tract works in order to enjoy a good meal".) There is also another point which should be noted with respect to scientific and technological investigation, that being the issue of funding. Very often marginal and even dubious projects are hyped in order to keep the funding flowing, especially if it garners the interest of some group with deep pockets. This is my suspicion about the HAARP discussions; I get the sense that it is a project which has more to do with access to money. It's like bait to lure in the sponsors. This is what I should have said first off.

Have a look at this. According to this article from msnbc, it was possible (with 1969 technology) to affect the intensity and direction of a hurricane by up to 30%.

The federal government’s hurricane modification program was called Project Stormfury. The idea was raised during the Eisenhower administration after several major storms hit the East Coast in the mid-1950s, killing 749 people and causing billions in damages.

But it wasn’t until 1961 that initial tests were conducted on Hurricane Esther with a Navy plane releasing silver iodide crystals. Some reports indicate winds were reduced by 10 percent to 30 percent.

During Stormfury, scientists also seeded hurricanes in 1963, 1969 and 1971 over the open Atlantic Ocean far from land.

Researchers dropped silver iodide, a substance that serves as an effective ice nuclei, into clouds just outside of the hurricane’s eyewall. The idea was that a new ring of clouds would form around the artificial ice nuclei. The new clouds were supposed to change rain patterns and form a new eyewall that would collapse the old one. The re-formed hurricane would spin more slowly and be less dangerous.

Did it work? Sometimes, the experiments appeared to work. Hurricane Debbie in 1969 was seeded twice over four days by several aircraft. Researchers noted that its intensity waxed and waned by up to 30 percent.

For cloud seeding to be successful, clouds must contain sufficient supercooled water that is still liquid even though it is below 32 degrees Fahrenheit (zero degrees Celsius). Raindrops form when the artificial nuclei and the supercooled water combine.

But scientists also learned that hurricanes contain less supercooled water than other storm clouds, so seeding was unreliable. And, hurricanes grow and dissipate all on their own, even forming new walls of clouds called “concentric eyewall circles.”

This made it impossible to determine whether storm reductions were the result of human intervention. Project Stormfury was abandoned in the 1980s after spending hundreds of millions of dollars.

Other storm modification methods that have been suggested include cooling the tropical ocean with icebergs and spreading particles or films over the ocean surface to inhibit storms from evaporating heat from the sea.

The nuclear option Occasionally, somebody suggests detonating a nuclear weapon to shatter a storm.

Researchers say hurricanes would dwarf such measures. For example, Hurricane Rita measures about 3,500 miles (5,600 kilometers) in irregular circumference and 350 miles (560 kilometers) across.

According to the center for atmospheric research, the heat energy released by a hurricane equals 50 to 200 trillion watts or about the same amount of energy released by exploding a 10-megaton nuclear bomb every 20 minutes.

The incredible dealys in the production of Schietti’s Engine to produce energy for free and in the distribution of Schietti’s Serpentine to produce drinkable water for free, the unbelievable attacks against Domenico Schietti, the promoter of 2010: Poverty Elimination, the smartest and least harmful person of the world, a leader of non violence, tolerance, justice, surely a pillar of human history are, according to us, evidence that there’s something wrong.

We’ve tried and considered all the possibilities to face the problem and sort it out. We’ve found some but we don’t exclude others.

1) Mankind is being carried by an external agent, another living genre, a species that is our enemy and that manages to control the neuralgic points of power, science and communications. It may be seen both as kind of VISITORS who look like humans without actually being so and like a mental being able to control many people’s minds and governing them, confusing them and making them become enemies to one another.

2) An elite of people afraid of losing their privileged position, who have access to all the main economic resources and who have organised the chimerical NOVUS ORDO SAECULORUM on a global scale in order to repress the mass thru ignorance and use them at their taste.

3) The use of toxic or harmful objects or substances (TVs, mobile phones, drugs…), some wrong habits (excessive sex, wrong nutrition, a little physical activity...), the lack of rivals in the fight for survival, factual and ideological schools far from reality... have all reduced the physical and intellectual skills of human beings who are not fit for ecosystem any longer and who cannot decide for themselves any more. 6 billions of FUNCTIONAL ILLITERATE PEOPLE carried by ideologies.

4) Overpopulation and the lack of vital space have triggered a dog-eat-dog fight which is taking us to self-destruction. The so called "SYNDROME OF EASTER ISLAND", which is known in case of disgrace like, for instance, the panic which causes people to push against and kill one another in order to find a way out.

5) Human beings overrate themselves and, in fact, apart from some a few people who, maybe because of different genes, have better skills, most of individuals are less smart than any SILLY MONKEY or living species. Mankind is thus a scarcely clever species which has been given the luck to have prehensile hands which have given them the chance to develop themselves by making tools. Unfortunately, they have not lot their other predominant features such us violence, the first effect of stupidity.

6) Some SECTS with an evolutionist-ideological-scientific nature, enemies of mankind (scientist- engineers, biotechnological Neonazis, transhumanists…) have much more power that it might naively appear. Competition, hatred and revenge against God, nature and ourselves.

7) Experiments unknown to us have led to the certainty that human being is devoted to violence and destruction. Therefore some groups (Humans? GAIA? A coalition of humans and other living species?) are trying to hinder development to avoid the destruction of the universe, trying to control and limit the phenomenon to the Planet Earth

8)Human beings, like ducklings, suffer from IMPRINTING and they easily fall prey of trends, fanaticisms, collective hallucinations and misbelieves of any kind. Globalisation has triggered a kind of global imprinting which is affecting everyone everywhere and has taking us off road towards self-destruction.

We think that in any case we need to sign a cease-fire in all conflicts and to make mankind fight against the common enemy, whatever it may be.

If this is not possible any longer since we have lost control over our species, some basic resistance groups should be formed. Non-Violent Autonomous Spontaneous Committees, from every centralised structure, with their own basic libraries with all the main knowledge (keeping in mind that much of the knowledge has been cooked by the enemies of mankind and, therefore, it needs testing again).
